california and bottle cap opened up in 2010 of the former location of the washington square bar and grill and for you to know it was quite a sight to bring in a new restaurant but they have certainly erks seeded all of our expectations. in addition to great cocktails and organic and sustainable food at a affordable price they're a business to help show case the local arts. if you come tuesday through friday you will hear live music in the lounge and musicians that have been playing for decades. bottle cap hangs the work of local artists on the walls. the dining room has works showing every one to two months in rotation. they have hosted numerous charitable events and guest bartender tonight for events and receptions and fundraisers and for singing groups. i want to thank liz the work you're doing in employing folks and allowing your restaurant to be the site for community meetings that we work on difficult but hopefully solvable issues and i want to take the opportunity to thank you and your husband what you're doing with bottle cap. thank you so much. >> thank you so much for the

to the authority. let's begin with this request with a little context. the context begins with the california high speed rail. as you know the california high speed rail authority has the mandate for building and maintaining high speed rail in california and their 2012 business plan proposed what they call incremental improvements with blended system, and some of this investments of course are to be taken place in the peninsula. the segment in question is from san jose to the san francisco tranit train center. in april of this year the authority board authorized an mou between nine members stakeholders of the cal train and the high speed rail which you see in this list. and early investment strategy for the peninsula corridor basically has two components, advanced signal system and positive flow control and the [inaudible] including the vehicles. that's a total cost of 1.5 billion dollars. and this brings us to today's allocation request. this is for the cboss which is the acronym for the over lay signal system and type of advanced signal system. there are many types and this is the one cal

with the california p.u.c. we need to make sure those services have a path to being acknowledged as legal and appropriate. we also need to make sure that we're creating enough spaces for our car sharing service providers. we're seeing in some parts of the city with the disappearance of gas stations and disappearance of surface parking lots with some of the most productive ways of providing car sharing spots that it's becoming harder and harder for car sharing companies to actually find spots. and i commend mta for its on-streetcar sharing program. i think that could be terrific. i think we have a ways to go before we can get there. i also have legislation pending to amend the planning code, take away right now the disincentive we have to apply the developers to put adequate car sharing spaces in their developments. we actually make it extremely hard, particularly for smaller development to put car sharing spaces in their buildings. this legislation we're sponsoring will address that problem. i make these remarks to get the broader context and supervisor cohen, thanks again for calling thi

, within the state of california, and we're hard-pressed to make sure our schools are well funded. i believe whatever we can give to the school district is going to be utilized to help improve educational experiences. we have a good plan for how this is going to be used. i think it's a worthy plan, worthy services for youth that desperately need greater opportunity in life. i will be supporting this when it comes forward but there are so many intangibles that the school district provides us as a city that cannot be counted in any way. >> president chiu: supervisor kim. >> supervisor kim: i'll try to keep my comments brief. i want to say i find this conversation incredibly exciting and i'm glad we as a board are talking about what it needs to have a true city-school partnership. i think it's important for us as a city to have a discussion about what it costs to run schools. i had the opportunity to sit on the first citizens advisory committee when prop h was created in march of 2004. you know, we fully funded prop h as the voters had asked us in its first three years that we've releas

california youth connections who work with our foster youth and donating his time and incredible jump laila and behind me i would like to introduce tammy, dominique, erin, deserie, chris, chef kevin and the leader of the pack theresa. plawz welcome old school cafe. for the california pell project doing a medical and mental health history of a mexican national on death row. after law school laura began her work here in san francisco's mental health system as an outreach counselor for the then aids benefits counselors. today that's the positive resource center, where she supported homeless and triple diagnosed persons by providing them access to mental health services and documenting their disabilities. in 2001 she was hired to direct the mission neighborhood resource center in the mission district right on 16th street, and since then she has been committed to providing crisis intervention and mental health support to thousands, literally thousands of participants who have been impacted by trauma and mental illness from an early age. at mnrc laura has partnered with the san francisco psychiatric foundation and the harm therapy center to provide psychotherapy and psychiatric services to mnrc's participants. presently mnrc is developing its own mental health team by hiring social workers and ftes who are bilingual and buy cultural and practice harm reduction ther

successful when the northern california labor councils were the first to actually oppose the vietnam war. with the rise of an organized movement in the gay community in the early 1970's, howard founded the bay area gay liberation inkn 1975, which was to advance lgbt rights here in san francisco. the organization's life was actions for lgbt rights and dramatically increased the san francisco. during that period he formed the committee to defend gays in the military. this was back in the mid-1970's. and he began his work on the boycott in 1975. of course those of us who know a little bit about harvey milk know a little bit about his involvement in that boycott. as howard explains it, they came to harvey milk and howard and asked for their support for this strike and boycott and both harvey and howard endorsed it, which was really key to making the boycott successful because howard, working with harvey milk, used their influence with bartenders and bar owners in the make the boycott successful and it was really the first time where you had that very powerful pairing of the labor movement wi
